From September 4 to September 5, 2016, the G20 Summit will be held in Hangzhou. Regarding this Summit, both the state government and relevant ministries / commissions all showed high concerns, in order to ensure good air quality environment during the Summit period, as the main venue of the Summit, Zhejiang Province devoted the whole province’s efforts to rectify the environment, for instance, Shaoxing kicked off a comprehensive environment rectification campaign for the printing & dyeing industry since the end of last year. As the Summit draws near, environmental rectification efforts within Zhejiang Province again escalated. on May 11, Zhejiang Department of Housing and Urban & Rural Construction published the Work Plan of Environment Quality Guarantee for the Construction Sector in the Leadup to G20 Summit (herein after referred to as “the Plan”), considered as the “Guiding principle” for environment rectification, which clarified the suspension period from August 26 till September 6, and marked out coverage of suspension. It defined core zone, strictly controlled zone, and regulation zone in the radius of 50 km, 100 km and 300 km from the center of the main Summit venue. Wherein, the suspension coverage of core zone and strictly controlled zone includes Hangzhou, Ningbo, Shaoxing, and Huzhou where major textile, chemical fiber and printing & dyeing industries are concentrated. With the unveiling of “Guiding principle” for environment rectification, all local governments across Zhejiang Province situated in core zone, strictly controlled zone and regulated zone one after another adopted actions, wherein textile and printing & dyeing, petrochemical and chemical fiber enterprises were listed by local governments into catalogue of production restriction, production suspension and shutdown. The huge capacity and wide coverage being involved are unprecedented.
