From June 20 to 21, 2018, the "Sixth Global Forum on Responsible Business Conduct" hosted by the Organization for Economic Cooperation and Development (OECD, OECD) was held at the OECD headquarters in Paris. Invited by the OECD, China National Textile and Apparel Council composed of Chen Dapeng, Vice President of China National Textile and Apparel Council, Director of China Textile Information Center, Qiao Yanjin, Director of Productivity Promotion Department of China National Textile and Apparel Council, and Liang Xiaohui, Chief Researcher of the Social Responsibility Office of China National Textile and Apparel Council. The Confederation of Industry Social Responsibility Delegation attended the forum. More than 400 people from various fields around the world participated in about 20 breakout sessions and sub-forums over two days, discussing the role of the industry in society, the impact monitoring of responsible corporate behavior practices and policies, the role of blockchain technology in supplying Chain applications, global responsible agricultural supply chains, supply chain transparency, and promoting responsible supply chains in Asia are discussed in depth.
Before the opening meeting on June 20, the China Textile Federation and the OECD held a project cooperation briefing meeting for government representatives from Denmark, the Netherlands, France, Sweden, Germany, Switzerland and other countries, in order to facilitate the follow-up after the signing of the memorandum between the two parties. These actions include the formulation of the "Guidelines for Due Diligence Management of China's Textile and Apparel Enterprises' Supply Chain" and special training on due diligence for overseas investment enterprises in the industry. Tyler Gillard, Industry Programme Officer of the OECD Working Group on Responsible Business Conduct, moderated the meeting. Vice President Chen Dapeng introduced the practice and experience of the industry in the past ten years of social responsibility work at the meeting, and pointed out that the construction of a responsible global textile and apparel supply chain must be carried out by enterprises, governments and social organizations on the brand and manufacturing sides. The parties should also assume common but differentiated responsibilities. Afterwards, Dr. Liang Xiaohui and Dorothy Lovell, the project officer of the footwear and apparel industry of the OECD Responsible Business Behavior Working Group, respectively introduced the cooperation concept of the China Textile Federation and the OECD in the field of responsible corporate behavior, and answered the participating OECD members. Questions from government representatives.

Since then, the OECD has held a press conference on the Due Diligence Guidelines for Responsible Business Conduct. The Guidelines apply to all industries and all businesses and are designed to provide practical support for businesses to implement the due diligence requirements of the OECD Code of Conduct for Multinational Companies. In June 2017, in order to support the OECD Working Group on Responsible Corporate Behaviour to integrate stakeholder opinions and complete the guidelines, the OECD established a dedicated multi-stakeholder advisory committee, the chief executive of the China National Textile and Apparel Council Social Responsibility Office. Researcher Dr. Liang Xiaohui was invited to be a member of the committee, and during the completion of the Guidelines, he put forward suggestions on improving the applicability of the Guidelines from the perspectives of supplier countries and small and medium-sized enterprises.

On June 21, the delegation participated in the sub-forum of "Promoting Responsible Supply Chains in Asia" and the "Consultation of Chinese Private Enterprises Overseas Sustainable Development Stakeholders" jointly organized by the United Nations Development Program and the National Industry and Commerce. At the previous meeting, Dr. Liang Xiaohui introduced a series of actions carried out by China Textile Federation in the past three years to promote responsible overseas investment of industrial enterprises, including building a responsible Asian textile industry network in Asia, and answered the participants' questions How to establish industry-level remedial and grievance mechanisms for the social impact of overseas investment. At the latter meeting, Dr. Liang Xiaohui provided expert opinions for the United Nations Development Program and the All-China Federation of Industry and Commerce to carry out research projects related to the overseas sustainable development of private enterprises, pointing out that relevant research needs to pay attention to the particularity of private enterprises and the scientific nature of the research conclusions.

During the meeting, the delegation of China Textile Federation also held bilateral talks with representatives of "Social and Labor Standards Convergence Project" (SLCP), Copenhagen Business School, as well as C&A and Inditex and other institutions and companies to discuss cooperation and discussed the next steps. The cooperation project conducted in-depth exchanges with the OECD Working Group on Responsible Business Conduct.
