The Small and Medium Enterprises Cooperation Development Promotion Center and the National Council of Small and Medium Enterprises recently released the "Guidelines for the Social Responsibility of Small and Medium-sized Enterprises in China" in Beijing. The Guidelines take "responsibility management" as the key link, and according to the core stakeholders of small and medium-sized enterprises, put forward the detailed requirements for fulfilling social responsibilities in four categories, including employee responsibility, environmental responsibility, market responsibility and community responsibility.
 
SMEs are an important force driving economic and social development, as well as an important foundation for prospering the economy, increasing employment, improving people's livelihood, and promoting innovation. Small and medium-sized enterprises in my country account for more than 99% of the total number of enterprises in the country, create about 60% of the total economic output, 50% of fiscal revenue, provide nearly 80% of urban jobs, research and develop more than 60% of invention patents, and more than 75% of technological innovation of enterprises and more than 80% of new products.
 
Compared with large enterprises, SMEs are often limited by their own conditions in understanding and fulfilling social responsibilities. However, SMEs are better at learning, diligent in innovation, have closer employee relationships, and have relatively simple and clear stakeholder relationships. Their social responsibility has a relatively limited scope of influence, making it easier to focus resources on priorities.
 
The "Guide" summarizes four basic strategic ideas on how SMEs can give full play to their advantages and fulfill their social responsibilities, but they are not mandatory. SMEs can choose and apply them voluntarily according to their own needs and advantages. At the same time, they can be applied individually. It can also be applied concurrently with other social responsibility standards, guidelines or initiatives.
 
The "Guide" is based on the current situation and development law of SMEs, follows the principle of combining theory and practice, and takes improving the social responsibility awareness and ability level of SMEs as the basic starting point and foothold. It is hoped that SMEs can effectively improve their social responsibility management through continuous improvement Improve the performance of small and medium-sized enterprises in respecting human rights, caring for employees, protecting the environment, maintaining market order, and promoting community development, so that these positive factors can be transformed into core elements for enterprises to participate in market competition, and enhance their own competitiveness, the region and the industry. .
 
The "Guide" believes that employees as human resources are the core assets of SMEs, and protecting the rights and interests of employees is the primary responsibility of SMEs; although SMEs have limited environmental impact, SMEs as a whole will have a fundamental impact on the environment. Therefore, SMEs should We start from small points and take measures in all aspects of production, operation, products and services to reduce the negative impact on the environment; improve the relationship between customers and consumers, promote the market environment for cooperation, and encourage equal competition. The community where SMEs are located is not only the social environment for their growth and development, therefore, SMEs should combine their own internal and external resources to participate in community activities to achieve the coordinated development of themselves and the community.
 
In order to help SMEs to understand social responsibility comprehensively, scientifically and systematically, and to carry out social responsibility management practices fully, effectively and reasonably, the Guide also provides a “Small and Medium Scale” which contains 120 self-assessment questions (or indicators). The Basic Self-Assessment Form for Corporate Social Responsibility" can be used as a basic reference for identifying major risks and challenges of corporate social responsibility and determining recent social responsibility.
 
It is understood that from next year, the Small and Medium Enterprises Cooperation Development Promotion Center and the National Council of Small and Medium Enterprises will actively mobilize internal resources, introduce external resources in multiple directions, and promote the implementation of the "Guide" among small and medium-sized enterprises across the country in a step-by-step and cluster manner, including enterprise Basic and special training on social responsibility, preparation and release of corporate social responsibility reports, and corporate social responsibility management consulting, etc.
