On January 29, 2018, at the invitation of the Directorate for Financial and Enterprise Affairs of the Organization for Economic Co-operation and Development (OECD), Yan Yan, Director of the Social Responsibility Office of China National Textile and Apparel Council (CNTAC), and the Social Responsibility Office Chief researcher Liang Xiaohui went to Paris to participate in the OECD Expert Group Meeting on "Responsible Supply Chain Due Diligence in the Footwear and Apparel Industry" and the 2018 "Forum on Responsible Supply Chain Due Diligence in the Footwear and Apparel Industry". At this forum, the two sides formally signed a Memorandum of Understanding (MOU) on cooperation to promote responsible corporate behavior.

The memorandum of cooperation signed between China Textile Federation and OECD is carried out within the framework of cooperation between China and the OECD on promoting responsible business practices, and is a direct result of the "2015-2016 Work Plan for Cooperation between China and the OECD". In congratulating the signing of the memorandum of cooperation, Chen Dapeng, vice president of China National Textile and Apparel Council, said: "The OECD's expertise and system are of great value to China Textile Federation in promoting and implementing responsible corporate behavior globally, while China The Textile Industry Federation has also been playing a leading role in global textile and apparel production and social responsibility in China, which is why China Textile Federation has worked hard to shape a fair and responsible global textile and apparel supply chain over the past decade. As set out in the memorandum of cooperation, the cooperation between China Textile Federation and OECD will connect the respective efforts of global suppliers and global brands and buyers, thereby creating more synergies and multiplier effects." He further said: "China's textile industry The Federation will follow through on the MoU and work with the OECD and other international stakeholders to make the vision in the MoU a reality.”
 
Mathilde Mesnard, Deputy Director of the Department of Financial and Corporate Affairs of the OECD, said: "CNTAC has been one of our original and key strategic partners in our work on responsible corporate conduct in China. By signing the MoU, the relationship between the two parties will be elevated to a higher level and a stronger To promote the implementation of responsible corporate behavior in the global textile and apparel supply chain. Thanks to this cooperation, we will have the opportunity to cooperate in the development of China's own responsible textile and apparel supply chain due diligence guidelines in the future. We are committed to working with China Textile Industry Confederations establish partnerships to facilitate participation of their members in jointly organized events such as seminars, training events, workshops on responsible business conduct for Chinese companies and/or responsible textile and apparel supply chains, including through The participation of the Center for Sustainable Development Cooperation in the above event. The willingness of our Chinese partners and ours, as well as others, shows that China and its industries are placing increasing emphasis on issues of responsible business conduct in the context of the global growth agenda, and we look forward to being more inclusive and sustainable. On the evening of January 30, in order to celebrate the convening of the forum and the signing of the memorandum of cooperation between China Textile Federation and OECD, the OECD specially held a cocktail reception. At the reception, Director Yan Yan was invited to give a speech. In her speech, she introduced the China Textile Federation and its social responsibility and supply chain work. Then she pointed out the importance of international cooperation in building a responsible and sustainable supply chain. The signing of the memorandum of cooperation between China Textile Federation and OECD has penetrated the efforts of the global supply side and the purchasing side in the supply chain, which not only shows the determination of China Textile Federation and various stakeholders to build a responsible textile and apparel supply chain , and set an example for other industries.

From January 30th to 31st, the 2018 "Global Footwear and Apparel Industry Responsible Supply Chain Due Diligence Forum" was officially opened. About 500 representatives from various fields around the world participated in the meeting and discussed about 15 meetings and forums in two days. Due diligence scenarios, the impact of procurement models on SME due diligence, the inclusion of due diligence requirements in commercial contracts, the application of blockchain technology in cotton supply chains, etc. Dr. Liang Xiaohui was invited to participate in the opening forum "Global Efforts to Promote Due Diligence in the Footwear and Apparel Industry", and introduced the work of China Textile Federation to revise CSC9000T and the plan to promote CSC9000T. He also introduced the cooperation between China Textile Federation and OECD to support each other in A plan to implement due diligence in the apparel industry supply chain, including the content of the memorandum of cooperation signed by both parties.
