On the afternoon of November 7, 2023, the review meeting of the series of research results on new employment trends in the Chinese textile and clothing industry was held in the fifth conference room on the sixth floor of the All-China Federation of Trade Unions. The meeting was chaired by Zhao Wu, Minister of the Textile Work Department of the Trade Union of Financial and Commercial Workers, Light Industry and Textile Workers, and Tobacco Industry Workers; and attended by Lv Jie, a second-level inspector of the Trade Union of Financial and Commercial Workers, Light Industry and Textile Workers, Tobacco Industry Workers, and Duan Xin, a third level researcher of the Textile Work Department of the Trade Union of Financial and Commercial Workers, Light Industry and Textile Workers, Tobacco Industry Workers. The meeting specially invited Pei Chaofeng, Director of the Research Department of the General Research Office; Yuan Chaohui, Director of the Labor Economy Research Office of the China Labor Movement Research Institute; Wen Xiaoyi, Dean of the School of Labor Relations and Human Resources at the China Institute of Labor Relations; Zhang Wei, Executive Vice Dean of the Institute of Human Rights at the China University of Political Science and Law; and Hu Faxiang, Chief Economist of the China Textile Information Center, as evaluation experts. Liang Xiaohui, Chief Researcher of the Office for Social Responsibility of CNTAC, and Wang Jing, Researcher, attended the meeting as representatives of the project undertaking units and gave project reports.
 
Lv Jie, the second-level inspector of the China Finance, Trade, Textile and Tobacco Union, briefly introduced to the survey and raised expectations. As an important strategic industry in China, the textile and clothing industry is closely monitored by the General Assembly, focusing on employment issues in the industry. The China Textile Information Center of the China National Textile and Apparel Council is commissioned to conduct research on the employment issues of enterprises, analyze the employment problems of enterprises in complex domestic and foreign contexts, and propose appropriate and effective policy recommendations, Provide cutting-edge intellectual support for employment challenges in the textile and clothing industry. At the same time, due to the limitations and room for improvement in the research, we hope that the attending experts can provide professional evaluation and guidance on the series of new trends in employment in the clothing industry.
 
At the meeting, Liang Xiaohui, Chief Researcher of the Office for Social Responsibility of CNTAC, and Wang Jing, Researcher, conducted research reports on the employment issues of enterprises in the textile and clothing industry from both micro and macro perspectives.
 
In her report on the impact of order fluctuations on the employment situation of textile and clothing enterprises, Wang Jing explained that due to factors such as lower-than-expected economic recovery and the so-called "Xinjiang related bill", the demand for China's textile and clothing industry has decreased. The decrease in orders has generally affected industry enterprises, eroding their market confidence to a certain extent, with over 80% of enterprises having insufficient operating rates. However, research has found that companies often adopt measures to increase rest time to cope with insufficient operating rates, and workers also have a strong willingness to share the pressure with the company. The employment relationship of the company is relatively stable. In reality, enterprises face challenges such as difficulty in recruitment, aging of the frontline labor force, and difficulties in financing traditional manufacturing industries.
 
Liang Xiaohui's findings on the employment issues in the transfer of the textile and clothing industry to the central and western regions explain that the process of domestic industrial transfer in China's textile and clothing industry plays an important strategic significance in the development of the central and western regions. At the same time, the process also highlights the employment issues of enterprises in the western and central regions of China that are worth paying attention to, such as low labor supply levels, unclear labor cost advantages, and a lack of technical and management talents The employment model is short-term and family-oriented. The level of enterprise management is low. Therefore, the report suggests solving the employment problem of enterprises through talent cultivation and introduction systems that match the industry, improving the quality of life and public services, and increasing the soft treatment of employees in order to increase the attractiveness of textile and clothing enterprises in the central and western regions of China.
 
The reviewing experts listened to the report on the project results and conducted detailed discussions and analysis of the research findings. Experts unanimously believe that this survey has a strong sense of problem orientation, profound ideas, wide coverage, detailed data, and typical cases, which have positive guiding significance for solving employment problems in the textile and clothing industry. At the same time, in response to the limitations and shortcomings of this survey, the reviewing experts pointed out that the scientific research investment in China's textile and clothing industry is relatively weak compared to foreign enterprises, and industry associations should also vigorously advocate for enterprises to increase the proportion of scientific research investment; In addition, in guiding and regulating short-term and household employment, different types of labor relations can be classified and identified, guiding enterprises to use labor in accordance with the law and regulations, guiding enterprises to sign written agreements with workers, reasonably determining the rights and obligations of workers, and protecting the rights and interests of workers in flexible employment situations; In terms of comparing the advantages and disadvantages of overseas industrial transfer and the transfer of industries in the central and western regions, further suggestions should be made to attract textile and clothing enterprises to settle in and take root in the west and central areas..
 
The evaluation meeting for the results of the research series on new employment trends in the textile and clothing industry has been a complete success. In the future, the China Finance, Trade, Textile and Tobacco Union, and the China Textile Industry Federation will continue to leverage the advantages of all parties, deepen cooperation, and work together to improve the quality of life of employees in the entire industry.
